Building a change management model for e-government services evolution
Abstract
E-government systems are subject to continual changed regulations and laws. In this paper, we show how the usage of semantic web technologies for describing e-government services and its regulations and laws can improve the services evolution. We build a change management model for automatically checking the compliance of e-government services with regulations and laws. We combine semantically described e-government services/processes with an extension of OWL-S and SWRL rules by a set of ontologies, capturing knowledge about the government domain. These formal specifications enable us to automatically check if a process description satisfies the consistency constraints defined by formal rules and ensure the e-government services evolution. © 2011 IEEE.
