In this paper, the resource planning optimization for the multi-modal express shipment network was investigated. The concept and value of express shipment network service level, including physical service level and operation service level, were expatiated firstly. The organization mode of express shipment was analyzed. Then based on this, the mathematical optimization model for the resource planning for the multi-modal express shipment network was proposed. For the first time, the multimodal hub location and transportation service network design were combined together, where hub location will guide the design of the service network under different transportation modes. A multi-stage hybrid genetic algorithm was presented to solve the model. The algorithm leveraged the strategy decomposition model of mutual feedback of decision variable between multiple stages to facilitate the design of the algorithm. Based on the simulation data set, the numerical experiment and sensitivity analysis showed the efficiency and practicability of the methodology.
